If i were to pay back over half of my iva

If i were to pay back over half of my iva would it still be deamed as fair to be asked to release equity in my property

Yes, I beieve it would. The object of the exercise with an IVA is to pay back as much to the creditors as you can. If you pay half of what you owe them in an IVA, you will be expected to release equity in order to pay as much as you can of the other half.
