I wonder if someone has asked them for a settlement figure and this is why there might be crossed wires and why the IP is talking about 100p/£.
Personally I would write and tell them that your net disposable income has dropped to only £40 per month and in the circumstances you would like to make a f&f offer of £x and ask your IP to call a variation meeting on that basis.

Myself and my partner have spoken to them and have not said anything about any offer figures, I think they have just done this Assuming we will be offering an f&f as I did call and speak to them early April time to see what would happen with payments when my tax credits went down and did mention about my dad if we really did get stuck but I never actually told them we would be offering an f&f just wanted to know the options and how much we still owed.
