It would appear you have received your cc - congrats.
IVA started March 2011, Completed March 2016 and certificate issued 11 days after final payment. It was not always easy but then some of the best decisions aren't.

Yes that sounds like your CC - a document confirming the IVA has been fully implemented. Congrats!

I rang them they said it was just a report and not the CC. They said that is still pending due to the wright and green court case - annoying

strange - the wording 'full implementation' implies it has finished.

You should be able to assign any PPI interest so they can close your case.

Or you might like to wait on the outcome of the WvG case - if it favours the debtors you might get to keep your PPI...

That is weird - it sounds like they are covering themselves.

I had done a web search and this term has been used in the past to mean the same thing as a CC.

You should continue to push.

I have emailed them and asked if I can have the CC earlier as my work gave me the gift of the f and f and they want it all boxed off so I can concentrate on my career with no constraints, this is actually true -
