Is there any way to avoid paying future business rates post my iva start date when the landlord refuses to disclaim my lease but has accepted iva proposal

You need to check this with your own IP as to how the lease was dealt with. Landlords can do this as they do not want to pay the rates themselves on empty properties but the lease should be being actively marketed for sale.
