Re-starting as a sole trader after previous similar business models have been dissolved ?

It has come to light that they have previously operated the same (failing) business model under a number of LTD companies, all of which were dissolved. The individual has an IVA, is it likely that there may be restrictions on them starting up as a sole trader and continuing to do business in the way they have done?
