Can council tax be included in an IVA, even though a bailiff has been to my home ?

Unlikely - seperate legislation is likely to apply.
IVA started March 2011, Completed March 2016 and certificate issued 11 days after final payment. It was not always easy but then some of the best decisions aren't.

If a bailiff has already visited you need to speak to an insolvency practitioner as a matter of urgency, to sort this and other debts out and to determine a way forward.
My opinions are merely that .. opinions based on experience. Always seek professional advice.

You can get a court order stopping legal action so as Foggy says get some free advice.
