I received a certificate of completion in September 2013. What happens to PPI payout ?

I received a certificate of completion in sept2013. can they take or have any rights to a ppi payout due to me

It;s a vexed question at the moment. A court case recently ruled that the money would be yours, but this is being appealed again, as far as I am aware. See:

It also depends on what type of IVA you had and which terms and conditions were used. You could consider legal advice or speak with your former IP.
