HMRC stopped pursuing my penalties in 2007. Can they now ask for money ?

I have just found out I owe hmrc penaltys dating back to 04,05,06.they have said they stopped pursuing these penalties in 2007.now it has come to light they may ask for the money can they do this even though they stop pursuing the penalties.

I think most debts become statute barred if not pursued for 6 years but suspect this may not apply to HMRC debts - they have their own laws!
