Is it within the law to force me to sign papers to reclaim compensation I never took out ?

If I have never had ppi and advised grant Thornton of this. Is it within the law that they have forced me to sign papers to reclaim comp for something I never took out. No wonder why the banks are in a state

I, too, never had PPI and they found over £8000 !

It is GT's statutory responsibility to investigate all assets or potential assets and you have agreed in your IVA to co-operate with this endeavour.
My opinions are merely that .. opinions based on experience. Always seek professional advice.

You are only signing authority forms for GT's agents to check. It is done in every case and if there was no PPI there will be nothing to reclaim. If you refuse to sign you could be in breach as it is a reasonable request from your IP.
