I thought the VAT issues were resolved a couple of years ago.

Some IVA companies still do not issue a CC if PPI still outstanding but this can be resolved with a deed of assignment.

The Insolvency Service has stated that PPI by itself should not be a reason to issue a CC and can be grounds for complaint.
IVA started March 2011, Completed March 2016 and certificate issued 11 days after final payment. It was not always easy but then some of the best decisions aren't.
