The carer's allowance will be counted as part of your income (indeed some of it is actually regarded as income by the paying authority). However, your expenses will increase somewhat to absorb a good deal of this increase and a sympathetic IP will be helpful in this regard.

Potentially any foster care allowances could be regarded as income but you would need to balance this out on the expenditure side.
I would speak to your IP first - a decent one will see the situation for what it is and not just focus on money.
IVA started March 2011, Completed March 2016 and certificate issued 11 days after final payment. It was not always easy but then some of the best decisions aren't.
