I am currently in an IVA with 2 years left but want to buy my house through the right to buy scheme. Houses on my street are selling for 100k but we would be able to buy for about 600. Is it possible?
No idea really on this but you might find it hard to get a mortgage.

Seems to me that all you would be doing by applying now, even if you could get through the process, is creating a problem that you really don't need, i.e. equity release, which you will not currently be subject to.
Logic dictates that you may be best to wait until your IVA has completed, which may even give you 2 more years discount anyway. Fair enough, you may struggle to find a mortgage immediately afterwards as Jan says, but time will heal that particular problem.
