I am paying back social fund. £35 a week. I requested it be lowered, they agreed £6.25 a week, they sent a declaration to sign, i have misplaced the declaration, can i hand write a declaration and send off to social fund? Will they accept that?

They will probably require you to sign the standard form.
IVA started March 2011, Completed March 2016 and certificate issued 11 days after final payment. It was not always easy but then some of the best decisions aren't.
