I had a IVA. I paid the five years , this finished 3 years ago, I still haven't had my certificate of completion - how long can they have control of my bank ?

That does not sound right. You need to write and ask them the reasons for the delay in closing.

Your IP does not have control over your Bank so I'm not quite sure what you mean by this.
