Welcome ... there are a number of debt solutions to consider and for that low level of debt an iva is probably not the right solution. Take some professional advice and consider options such as debt relief order, debt management plan etc. There is an answer for you!

I would think about a DFO if you have no assets.

To be honest an IVA is an awfully big sledgehammer to crack a £3k nut ? I would suggest a chat with a couple of firms to see what they advise, taking into account all of your circumstances.
My opinions are merely that .. opinions based on experience. Always seek professional advice.

No it will not be cost effective.

How many creditors do you have? Ask if you can pay the minimum payments and freeze and interest while you get back on your feet. Consider a DMP or DRO.
