It will blight your credit files and you will not be able to get credit. Yes, you can start your own business, but, again, you will have to operate with suppliers on a cash only basic ( no credit accounts). You will also have to be pretty confident that the business income will support the IVA payments.

Your credit rating will be shot for six years from the start and your name will be on the Insolvency Register.
If you are able to find someone to finance you then you could start your own business.
