Can I subscribe/buy a broadband package and set up a DD whilst in an IVA ?

If you can afford the payments and the broadband company will accept you then yes, you can.

You can spend your own money as you see fit but as Kallis says it may depend on the supplier.

Broadband is becoming pretty much a necessity these days, so I see no problem as long as the supplier is happy with your financial status.
My opinions are merely that .. opinions based on experience. Always seek professional advice.
