Different forces have different policies with regard to IVAs - but on the whole I think that they are not really receptive to applicants who are already in IVAs when they apply to join. It might be better for you to do a DMP first until your are through probation and then look to propose an IVA when you are past this stage.
The force I work for also asks if you have made any arrangments with creditors, but I don't know if they would just interiew you about that.
I know of a couple whereby IVA is treated the same as bankruptcy and you won't be accepted until you have been discharged for 3 years from both.
