Although the OR can ask for an IPA to be reviewed I don't think that happens in practice.

If you contact Moon Beever they should send you a new I & E form. Once you've returned it to them they will then contact the RTLU/OR who will reassess the payment.

I did, but only because the person I spoke to at MB wasn't much help! When I spoke to someone different they were fine.
