Many of us have, even during our IVA's. However, it does depend on the provider's policies as you would fail a credit check. If accepted by the provider you will also have to bear any extra cost ( increased monthly payments for the new phone) yourself. It is unlikely that creditors will be willing to fund an upgrade themselves by reducing your IVA payment to cover it.

Will the iva company allow me to upgrade my phone
As long as you bear the extra cost yourself they should have no issue. Although, technically, it could be looked on as taking more credit. In the past many IP's have not worried unduly about this, but, I am seeing many attitudes changing recently, away from the interests of the debtor (us) and more towards the interests of the creditors or, more to the point, towards the interests of the IVA provider in increased revenue. So, it may be advisable to have a chat with your IP and get the reply in writing.

I upgraded mine several times with my provider during my IVA.
