Where an IVA is entered into and then completed by one partner in a married couple, can the creditors then pursue an individual payment plan from the spouse, even after the IVA is completed and where the spouse has been wholly dependent on the partner throughout?

Yes if its a joint debt, they will always have been jointly liable for the whole balance.

If it is a joint debt the solvent partner becomes wholly responsible for it. If it is only in the name of the insolvent partner, then no.
