can a person with IVA become a Company Director or start up a Private limited company

Yes, as long as the articles of association allow it. Many 'off the peg' articles do not allow it, but this can be changed by a simple resolution.
Obviously the position concerning salary / dividends will need to be discussed with your IP.

No reason why your can't so long as the AoA are very prescriptive from the outset and regular reviews undertaken regarding income etc
