Chased for debt in a completed iva

my iva successfully concluded dec 2015 certificate issued but rbs have told me that they will still actively pursue me for debt that was included in the iva can they still chase me for payment also the bank used a payment due to myself not ppi to reduce the debt 3 years after iva conclusion

No, they cannot chase you for this debt. Send them a copy of your completion letter and tell them that what they are doing is harassment and they should desist.

As regards PPI - this should have gone to your IP for all of your creditors, not just them. If you can get hold of your previous IP speak to them.

The Bank can not enforce any recovery action over a debt covered in the IVA. Write to them, by recorded delivery, enclose a copy of your CC and closing chairmans report. Also state that they are conducting an act of harassment and if they do not cease sending you letters you will report them to the FO and the Police as harassment is a criminal offence.
As for the funds they kept, I would let that slide as you would not see a penny of it anyway as it would be paid to your IP to be distributed to your ex creditors.
Last Payment made 04/12/14. Completion Certificate 25/7/15. IVA company GT. No Issues

I doubt the Police will do anything Merlin - they ignore these sort of things now.

RBS are known for offsetting old debts from things like PPI refunds and the like, but, so far, have not been legally challenged.
Personally I would be making a complaint to the Financial Ombudsman ... they do not intervene in IVA business, but will do where the bank is acting improperly, as, I believe, RBS are in this case.

Assuming they are chasing you for an unsecured debt that arose prior to the IVA, and the IVA successfully completed, then they cannot chase you- their debt would have been dealt with as part of the IVA.
