I have just finished an IVA 8months ago and still have not received my certificate,I phoned them up and they said they are waiting for 1 of the creditors to sign paperwork is there any time limit they have or do we just have to wait.

I would lodge a formal complaint direct to the IP, which you can escalate to their regulatory body if need be. They should have given the tardy creditor a time limit for response some time ago.

What paperwork are they waiting for from the creditor?

They have to give 3 weeks notice to creditors who have not claimed to put their claims in and have 2 months from that date to declare a dividend so 8 months does not make sense.

Ask them for a better explanation and threaten to complain with the Gateway.
