My wife has taken out an iva in her name, some of the debts are hers and some are joint (council tax), both myself and my wife are employed, i am full time and she works part time, when the iva was set up the total household income and expenditure was taken into account. I am now soley getting letters from bailiffs relating to the council tax debts, as the council have been made aware that there is an iva in place, are they allowed to instruct bailffs to soley target me for the debt bearing in mind they know what limited disposable income we have as there is the iva in place

Yes they are as you are also responsible for the debt and you are not in an IVA.

Advice - do not let bailiffs into the house and make sure doors and windows are shut if they do turn up.

Yes --- you are now the adult responsible for paying council tax in the household.
My opinions are merely that .. opinions based on experience. Always seek professional advice.
