I have an IVA which I have just started. The council tax creditors and water bill creditors are now chasing up my partner for this money. My partner is not in employment and is not in the receipt of any benefits. What do I do about the threats my household is receiving?

If your partner is on the account as a joint ct / water rates payer, then, yes they will chase whichever can pay. I imagine, under the relevant legislation, even if they are not on the account, the utility company / LA can make them the "responsible person" in the household. The upshot is that the bills still have to be paid and, so, accordingly you should be allowed this amount in your essential living allowances to enable you to pay.
