debt free direct taking a long time to process F/F?

Hi i have sent a letter stating that i wish to make an offer towards settling my partners IVA. I sent the letter stating this and the amount which was received by debt free direct on the 23rd June. When i phoned last week they said that the paper work was waiting for approval in a supervisors desk and a meeting with the creditors has not been called, i think they also said once this meeting has happened the creditors will be given 28 days to decide whether to accept. I have already explained that this money can not stay available to me for a long period of time. Is this normal as it seems to be taking a long time to process and we have been sent no paperwork. Any advice would be great thanks.
