Do all IVA’s have an end date?

My sister-in-law had a messy divorce 12 years ago. She ended up with an IVA for her ex's debt.
She is sill paying and he has paid nothing. Do all IVA's have an end date? What are her options, she has very little money but has managed her finances well, complied with her obligations and other than this is debt free.

If the IVA is in her name nothing can be done to force him to pay. How much was the debt, which company is she with and when did the IVA start?

Her IVA will only have debts in her name and they generaly last 5 or 6 years --- the duration is set at the start. Is this definitely an IVA and not a DMP (Debt management plan) which can go on for 'as long as it takes' ?
