Emergency tax and my DI

I didn't hit my tax bracket and got emergency taxed which means the money I was taxed was my disposal income in the first place and it's 500 am I not entitled to claim that back

Entitled to claim that back from who ? If you have overpaid tax then HMRC will refund the overpayment, or adjust future tax by amending the PAYE coding.

Any refund might then be due to be paid over to your IVA, in theory, as, if you were taxed correctly your DI would have been more each month and paid into the IVA anyway.
