If somebody who on an Iva receives an extra £300 per month above what is declared to their IP should it be reported? The money goes in to their bank account by standing order each month. They are also topping up their earnings with universal credit and the extra money has been kept from them too?

ALL income should be declared. The IP, if they are doing their job correctly, should also pick this up from bank statements at review.
My opinions are merely that .. opinions based on experience. Always seek professional advice.

Surprised regular income has not been flagged up on bank statements by the IP. Any additional income should be declared and if it is regular income, the monthly IVA payment adjusted where appropriate to do so.
