I am 4 and half years into a 6 year IVA paying £150 a month. I don’t own a house can I offer a final settlement of the £2700 or will it have to be more. My friend has come into some money and has offered to pay it off for me

No, it doesn't have to be more, but it will have to be soon, as the whole thing takes up to three months to go through. The creditors will be getting what they signed up for so all good.
My opinions are merely that .. opinions based on experience. Always seek professional advice.
