How can I obtain a copy of my IVA letter of completion issued in 1999 but which I no longer possess

I doubt that a copy remains in anyone's records. Try your former IP, the Insolvency Service and possibly the local courts.

It would depend who your IP was and whether they are still trading, etc. They may not necessarily maintain their records that far back, or may have sold their portfolios on etc.

Who was your IVA with?
