Do not believe what you are told by Payplan. Ask for a copy of the terms and conditions that relate to your IVA and there will be a section on variations. It seems like you should just make a formal complaint and escalate to the Gateway rather than continuing on with your current dialogue.
The threat of reporting them to the Gateway should sharpen the up a bit.

Yesterday I received an email with a meeting date of the 24th October. This was one day after I emailed the IP directly. While I've had no response from the IP's, I think it may have done the trick!
The circular is in the post to me and if I get it back to them by Monday, the meeting can go ahead.

This is the variation fee -- pretty much standard and will come out of the offer.
