Soon I will be making a F&F offer of £7000 and I have £9420 left on the IVA. Hopefully it will be accepted. This is my second try as my £3000 offer in April was declined.

My question is, if it does get accepted, do I have to still stick to the expenditure list until the certificate arrives?

Once it has been accepted your money is your own as your IVA will be completed.

You'll still be on the Insolvency Register until up to three months once your letter is received and you're credit will be shot for the full six years.

Just want to say that my offer of £7000 was accepted yesterday!

Thank you so much @foggy and @kallis3 for all your help over the last 3 years of me being in an IVA. Feels good to finally be free!
