If someone lives at home with parents who own their house will they need to be notified of the IVA?

No, the parents will not need to be notified, as long as they are not creditors too. However, they will, of course, see mail arriving and, maybe, overhear phone calls.

You may also need to provide proof (such as a rent book) that you are paying rent to them.
