My parents have had an iva for almost 7 years. They are not maing any payments but it seems like the IVA was split between both my parents and my mother received a completion certificate but my fathers remains unclosed. They have had no communication from the IVA company regarding this and are unsure what to do. They have just received a further PPI payment which has been claimed by the IVA.

They would possibly have had interlocking IVA's and both should have closed at the same time. PPI repayments would be due to the IVA's even after closure. I would suggest you speak to the firm involved to see where your father's certificate went.

Have you checked on the Insolvency Register to see if the IVA is still showing ?
My opinions are merely that .. opinions based on experience. Always seek professional advice.
