Where have you seen that they are not entitled ? As things stand at the moment, and as recently confirmed by the courts, PPI does belong to your former creditors, via your former IP, unless the IP declares he / she has no interest in the refund.
My opinions are merely that .. opinions based on experience. Always seek professional advice.

Foggy is right. It is an asset in your IVA and as such may well be paid across.

You have either listened to or been given incorrect information. The only one entitled to PPI refunds if you have been in or are in an IVA is your supervisor. The funds will be distributed to your ex creditors unless your ex IP doesn't have the inclination to chase this up and states his non interest in the refund. If it is a substantial amount I can almost bet you will see non of it as your IP will want to distribute this to your ex creditors.
