My ex partner had an IVA which finished in 2016 I've just found out he lied to them stating he paid rent for 22 months to the value of £10,000 which he did not.can this be reopened?

I'm not sure it's that easy to lie about a big figure like rent, they requested my tenancy agreement in the first place and to see it highlighted on my bank statement as a regular outgoing.

Rather than re-opening the arrangement, it could be set aside (invalidated) by the courts if the IP is so minded to apply and the court minded to agree. There are other sanctions like fraud charges. Again, if the IP is so minded.
My opinions are merely that .. opinions based on experience. Always seek professional advice.
