From experience of Aperture you will not find it easy to get them to issue such a letter as they are usually pretty hot on collecting all PPI for the creditors. I would suggest a letter, sent by recorded delivery, direct to the IP (so you will know it has been received).

The current IVA might not be failed, so don't panic yet. You can apply for a new one, but you would have to explain why this one failed and convince everyone that it would not happen again ... not an easy thing to do in the circumstances.
