Over half of my creditors were represented by these organisations -- they all voted yes. They can look at the proposal in a more detached way and will decide purely on the economics without seeing the account history.

They are. I believe, organisations who handle the voting on behalf of creditors, like Tix and Max Recovery, as well as the likes of Grant Thornton.

Your IVA provider is your IP's firm --- so they should be aware of the policy and be singing from the same hymnsheet.

I might add that there is also the possibilty that the previous payouts will not be pursued because, at that time, even the IP's didn't know what to do with the money, so how could you be expected to know it wasn't yours ? A small straw to clutch at, but a straw nonetheless.
