£10k sounds reasonable - it will be up to creditors to decide. The more attractive the offer, the more likely they are to accept it. I presume this is a new debt that arose post your IVA?

I would advise HMRC that the monies are tied up in the investment and show them the evidence of when it can be released and their debt paid. Try to get their consent to a delay in payment.

I suspect any proposed loan will be a breach of your IVA terms, despite you ability to obtain one having moved Countries.

It sounds to me that creditors allowed you to maintain the car payments for 3 years with a view that they would then see the benefit once it had been paid off by your contributions increasing accordingly. Assuming they are chasing you for an unsecured debt that arose prior to the IVA, and the IVA successfully completed, then they cannot chase you- their debt would have been dealt with as part of the IVA.

You don't have to agree to his IVA as it's his Individual Voluntary Arrangement.

What you do need to think about is taking proper legal advice on if/how to buy him out.

If you then make a payment to buy out his interest the monies will be due to be paid into his IVA.
