If it was a sole debt in her name then stop paying. You might also be able to claim as a creditor in her IVA for the amount of her debt you have paid off, although you have admitted it as out of goodwill.

If the debt was joint, or you guaranteed it then you will be liable for the full amount.

If the car is sold then the HP liability will reduce/be wiped out so your creditors will reduce by the net value of the car.

I don't think that's correct. All of the tax for the years ended April 2018 will be included as a creditor of your IVA...

I suspect they would still have some records on their systems (especially if they have software know as IPS as when you close a case on it the records are still retained on the system). In any event they have to keep a summary of the case for 10 years so may just have kept enough information to answ...

But at least they don't have to pay 'last years' tax bill, which they thought they did. Perhaps HMRC will agree that the IVA wipes the slate again and allow time to pay as if it was the first year.

Not unless the Supervisor confirms the IVA trust has no interest in it and removes the caution, which is unlikely unless and until they have done their final reviews and confirmed the IVA can be closed and completion certificate issued.

The tax debt for the whole year ended April 2018 will be included as an unsecured creditor in your IVA.

You will then need to pay for tax from 6th April 2018.

Your IP will write to you to confirm that the IVA has been put in place and will send you the Chairman's report confirming the same - this should be sufficient for the Council.
