I hope you are able to agree with your IP on this. PIP should in my opinion, not be taken into account as it is there to support the person with additional paid help, or use of taxis for example if public transport is not suitable etc.

Her carers allowance should only be taken into account in my opinion after all her travel costs, and her financial commitments are being met.
Push for this with your IP so at least her debt is covered off.

Surprised regular income has not been flagged up on bank statements by the IP. Any additional income should be declared and if it is regular income, the monthly IVA payment adjusted where appropriate to do so.
