once you make a third party offer do you still have to make payments into your IVA until you receive their answer

Unless you agree a break with your IP, yes. If you are concerned about the amount being paid, in the end, being increased by interim payments you can make a condition in the offer along the lines that "payments after [date] will be deducted from the lump sum offered".

Hopefully you worded the offer to say that any contributions paid in the meantime will be deducted from the ump sum.
