Quick q, I was asked to do a I&E back in the beginning of june for my first review due august. I haven't heard a peep, and I don't know whether to contact and chase or wait for them to review. They did call me last month asking for payment, of which they were mistaken as I had already paid the day before and I asked then and they said it was in progress.

I don't want to be annoying, but at the same time, I know my payments will go up and I need to plan.

They have until 2 months after the anniversary date to complete a review, so really it is still early days. However, there is no harm in chasing. Take a positive tack and, rather than being annoyed at any perceived delay, ask if everything is going OK and is there anything else they need from you to help speed the process.

I personally would seek an update if you know you are due to have an increase so that you can at least be budgeting correctly going forwards.
