It means you have been released from It...my understanding is it is when the iva has been fulfilled satisfsctorily

In what context ? It does mean that you are no longer bound by the day to day conditions of the IVA (The Trust created by the arrangement usually still exists for things like future PPI claims). Whether you have finished successfukky of not depends on whether that word relates to a completion certificate or a Notice of Termination.
