Will I be able to apply for an IVA if I have recently bought things out of my catalogues?

Recent catalogue purchases won't stop you applying. Whether it is accepted will depend on when, what and at what cost. Also on the make up of your creditors. You need 75% of your creditors (the percentage depends on the value of the debt they have with you) that take the trouble to vote to say yes. Catalogues and payday loan lenders tend to be anti-IVA, but are usually small fry in the debt amounts, so can easily be outvoted, if other creditors have the "clout".

I would suggest a chat with a few IVA providers, to run through the specific amounts you owe and to which lender.
My opinions are merely that .. opinions based on experience. Always seek professional advice.
