I failed my IVA in 2014 and since then whatever PPI refunds have been going to Aperture Debt Solutions. They have received nearly £15,000 in PPI. But they do not bother returning the statutory interest until I get in touch with them and even then they are saying it will take 90 days to decide how much will I get paid after they have paid themselves and the claim people

It is not a requirement for IPs to allow debtors to keep statutory interest in PPI refunds and not all do. It is a discretionary measure and, as such, you are at their mercy.
My opinions are merely that .. opinions based on experience. Always seek professional advice.
