New bank account set up as told now frozen

Hi all,
So my gf has a substantial debt of £70k plus and has gone through step change for an Iva. They said open a new account- she went from tsb to Lloyd’s- the new account ya been frozen- including her kids money- is this right? Please help she is distraught as she has found out now and can’t speak to anyone for four days due to bank holiday??? Help help help she has 4chdren and the few quid in her new account was all she had???
