I am wanting to offer a full and final settlement in the iva I am.in can i deducted the 15% supervisors fees from this

The fees are a condition of the IVA and your IP deserves to be paid for their work. If you want to try and negotiate a rfeduction you need to speak to the IP but I think this would only matter if you were paying in full anyway.
